Writ Petition filed under Article 226 of the Constitution of India for issuance of Writ of Mandamus, directing the first and second respondents to accord permission to conduct the ear-boring ceremony reception function to the petitioner's daughter Jothilakshmi and son Karthikeyan on 23.02.2022 between 10.30 a.m. onwards at the Community Hall, Mangalakudi, Ward No.9, Madurai. O R D E R

*********** This writ petition has been filed for a Mandamus seeking for a direction to the first and second respondents to accord permission to conduct the ear-boring ceremony reception function to the petitioner's daughter Jothilakshmi and son Karthikeyan on 23.02.2022 from 10.30 a.m. onwards at the Community Hall, Mangalakudi, Ward No.9, Madurai.

2.It is the case of the petitioner that despite several requests, the first and second respondents have not accorded permission for the petitioner to conduct the aforementioned earboring ceremony to be held on 23.02.2022. In such circumstances, he has filed this writ petition.

3.Heard Mr.R.Murugan, learned Counsel appearing for the writ petitioner and Mrs.S.Devasena, learned Standing Counsel who accepts notice on behalf of the respondents 1 and 2.

W.P.[MD]No.3291 of 2022 4.Learned Standing Counsel for the respondents on instructions would submit that only due to the Code of Conduct on account of the local body elections, decision could not be taken by the respondents. She would further submit that since local body election results will be announced today, the respondents will be able to take a call on the petitioner's request for conducting the function at the Community Hall, Mangalakudi. Learned Standing Counsel has also got instructions that on payment of necessary charges by the petitioner, the petitioner will be permitted to conduct the earboring ceremony on 23.02.2022 from 10.30 a.m. onwards at the Community Hall, Mangalakudi, Ward No.9, Madurai. The said statement is recorded.

5.Accordingly, the respondents are directed to permit the petitioner to conduct the ear-boring ceremony of his daughter Jothilakshmi and son Karthikeyan on 23.02.2022 from 10.30 a.m. onwards at the Community Hall, Mangalakudi, Ward No.9, Madurai on payment of necessary charges.

7.Accordingly, this Writ Petition stands allowed. There shall be no order as to costs.
