2.Heard the learned Additional Government Pleader appearing for the petitioner and the learned counsel appearing for the first respondent. Though the name of the second respondent has been printed in the cause-list, there is no appearance on behalf of him, either in person or through counsel. 3.Being satisfied with the reasons stated in the affidavit filed in support of this petition, this Court is inclined to condone the delay of 76 days, however, on payment of costs.
