Heard the learned counsel for the petitioner and the learned Additional Government Pleader for the respondents 1 and 2. Considering the nature of relief to be granted, issuance of notice to the third respondent is dispensed with. 2.The second respondent is directed to dispose of the petition mentioned representation on merits and in accordance with law within a period of eight weeks from the date of receipt of a copy of this order. I make it clear that I have not gone into the merits of the matter. The second respondent shall put the interested persons including the third respondent on notice before passing final order.
