3.We permit the petitioner to submit a fresh application to the second respondent within a period of two weeks from the date of receipt of a copy of this order. On receipt thereof, the second respondent is directed to consider the petitioner's application, hold enquiry and pass 2/4

final order on merits and in accordance with law within a period of four months thereafter. We make it clear that we have not gone into the merits of the matter.
