Prayer: Writ Petition filed under Article 226 of the Constitution of India to issue Writ of Mandamus directing the respondents herein to consider petitioner's representation dated 21.02.2021 and thereby accord permission and protection for the functions and to conduct Aadal-Padal Cultural Programs scheduled to be held on 25.02.2021 in the Village festival of the village namely Sri Arulmigu Kottu Mariyamman Kovil in the month of February in Sekkadinatham Village, Neeliyampatti Post, Musiri Taluk, Trichy District.

By consent, this Writ Petition is taken up for final hearing at the admission stage itself.

2.Mr.S.Chandra Sekar, learned Additional Public Prosecutor accepts notice for the respondents.

3.On the side of the petitioner, it is stated that the petitioner is planning to conduct Aadal-Padal Cultural Programme on 25.02.2021 in his Village Temple festival and the petitioner submitted his representation on 21.02.2021 before the second respondent.

W.P.(MD)No.3920 of 2021 4.On the side of the respondents, it is stated that the competent authority to grant permission for the above said programme is only the District Collector.

5.In view of the above submission made on the side of the respondents, this writ petition is closed with a direction to the petitioner to address the District Collector, Trichy District for getting permission to conduct the said programme.
