ORDER

The learned Counsel for the Petitioner submits that the Petitioner had filed this Writ Petition seeking direction against the Respondents to grant permission and provide police protection for conducting the customary Kummi Pattu Program to be held from 15.02.2024 to 25.02.2024 at about 06.00 PM to 11.50 PM in connection with the temple festival of Arulmighu Shri Ravatha Amman Temple near Vattakovil, Sathurvedhamangalam, Singampunari Taluk, Sivagangai District.

2.The learned Government Advocate (Crl.side), on instructions of the Respondents, would submit that the Petitioner has approached this Court only one day after giving the Petition seeking permission. The Respondents did not have 2/5

sufficient time to consider the issues involved, particularly with regard to the rival claims in the village. He would further submit that the representation was received yesterday night from the rival group. Therefore, the Police have objections to grant the permission to the Petitioner to conduct Kummi Pattu. 3.The learned Counsel for the Petitioner, by way of rejoinder, submits that last year, same festival was conducted with the co-operation of women belonging to different caste in the same village. There had not been any objection for the same. He had furnished the proceedings of the Tahsildar, Singampunari dated 29.05.2023, where they had agreed to conduct the festival without any hindrance. 4.

The Tahsildar, Singampunari, is suo motu impleaded as second Respondent in this case, on the basis of the submission made by the learned Government Advocate (Crl.side). The original Respondents shall be rearranged accordingly. The second Respondent/Tahsildar, Singampunari, is directed to conduct the peace committee meeting, based on the amicable settlement arrived at in the peace committee meeting. The Tahsildar, Singampunari, shall pass appropriate orders.
