PRAYER: Writ Petition filed under Article 226 of the Constitution of India, praying this Court to issue a Writ of Mandamus to direct the first respondent to speedy disposal of the petitioner's petition in Na.Ka.No.B10/1520/2026 dated 07.01.2025 pending before the first respondent to issue the Patta for the property situated at S.No.638/2 in Rameshwaram Group, Vethaalai Village, Ramanathapuram Taluka, Ramanathapuram District within a time stipulated by this Court. This writ petition is filed for a Mandamus to direct the first respondent for speedy disposal of the petitioner's petition in Na.Ka.No.B10/1520/2026 dated 07.01.2025, which is pending before the first respondent to issue the patta for the property situated at S.No.638/2 in Rameshwaram Group, Vethaalai Village, Ramanathapuram Taluka,

2. The learned Additional Government Pleader for the respondents 1 and 2 submits that the petitioner has executed an unregistered power of attorney in favour of one V.Villayudham (power agent). Therefore, he has 2/5

no rights to represent the writ petitioner.

3. On perusal of the power of attorney, it reveals that the same was executed before the Commissioner of Oath and it has not been registered before the Sub Registrar. The power of attorney has to be compulsorily registered from the year 2012. Therefore, the petitioner has no right to represent the principal, namely, Saburammal. Hence, the said Saburammal shall appear before the first respondent to consider the petition, which is pending before the first respondent. In the meantime, if the petitioner has executed a registered power of attorney, the power agent, namely, V.Villayudham, is at liberty to appear before the first respondent.

4. With these above liberty, this writ petition is dismissed. No costs.
