Heard the learned counsel on either side.

2. The petitioner was running a flour mill in Annal Agraharam Village, Kumbakonam Taluk. The said mill was locked and sealed by the local body. Questioning the same, he filed an appeal before the second respondent. The appeal is pending for quite a some time. The petitioner wants de-sealing of the premises.

3. I am of the view that the issue can be given a quietus, if the second respondent disposes of the appeal itself on merits and in accordance with law. Therefore, the second respondent is directed to dispose of the petitioner's appeal on merits and in accordance with law within a period of four weeks from the date of receipt of a copy of this order.
