Respondents PRAYER: Petition filed under Article 226 of the Constitution of India, to issue a Writ of Mandamus, directing all the respondents herein to ensure the proper and timely disbursement of adequate pensions, including arrears, to each eligible individual (victim or dependent of a victim) in all districts. This includes the timely upgrading of pension amounts as applicable, in accordance with the Government Orders issued by the Finance Department, particularly, G.O.Ms.No. 351, Finance (Allowance) Department, dated 19.11.2024, which stipulates a 246% allowance effective from 01.07.2024 by considering the petitioner's representation dated 21.12.2024 within a stipulated time that may be fixed by this Court. ORDER

[Order of the Court was made by J.NISHA BANU, J.] By consent of both parties, this Writ Petition is taken up for final disposal at the stage of admission itself.

2.The petitioner seeks a direction to the respondents to ensure the proper and timely disbursement of adequate pensions, including arrears to each eligible

individual (victim or dependent of a victim) in all districts. This includes the timely upgrading of pension amounts as applicable, in accordance with the Government Orders issued by the Finance Department, particularly, G.O.Ms.No.351, Finance (Allowance) Department, dated 19.11.2024, which stipulates 246% allowance effective from 01.07.2024 by considering his representation dated 21.12.2024 within a stipulated time that may be fixed by this Court.

3.At the outset, this Court is of the considered view that the petitioner has no locus standi to maintain this Writ Petition. It is for the affected person to approach the authority concerned individually and submit a representation, seeking redressal of his / her grievance.

4.Mr.P.Thilak Kumar, learned Government Pleader, who takes notice on behalf of the respondents, would submit that if any representation is made by the affected person, the same would be considered and necessary orders would be passed.

5.Accordingly, this Writ Petition is dismissed with liberty to the affected persons to give individual representations on their grievances. No costs.
