PRAYER: Writ Petition is filed under Article 226 of the Constitution of India, to issue a Writ of Certiorarified Mandamus, to call for the records relating to the impugned order passed by the 2nd respondent dated 03.02.2026 in Memorandum No.237/2026/E.Va.A-1 and quash the same as illegal, arbitrary and consequently direct the 2nd respondent to issue the Work site Inspection Certificate and Working Condition of Plant and Machinery Certificate to the petitioner, on or before 05.02.2026 at 17.45 Hrs, enabling the petitioner to 1/3
submit the tender bid in Tender Notice No.56/2025-26/HDO, dated 19.01.2026 issued by the 1st respondent.
