ORDER

The present Writ Petition has been filed for the issuance of a Writ of Certiorarifed Mandamus, to quash the impugned order dated 03.02.2026 as arbitrary and, consequently, to direct the respondents to grant permission and protection for the celebration of an Adal Padal Programme at Karuvelnaickanpatti Village, Theni District, on 06.02.2026 from 6.00 p.m. to 10.00 p.m., as part of the Kumbabishegam of Arulmigu Sri Parvati Samedha Parameswaram Temple.

2. The respondents admitted that there are two rival groups. Permission had already been granted to one group, and they conducted the Adal Padal Programme on 31.01.2026. However, permission has been denied to the rival group. The respondents cannot deny permission to the rival group by citing irrelevant grounds. However, the petitioner is directed to produce the relevant certificates, namely, the EB Certificate, Fire Safety Certificate, and Stage Stability Certificate, from the appropriate authorities, and the same shall be 2/4

submitted forthwith. On such submission, the respondents shall grant permission to conduct the Adal Padal Programme. The petitioner shall also file an undertaking that no obscene words, dances, or communal songs will be exhibited during the programme.
