Despite the respondents 2 and 3 have been served and their names are printed in the cause list, there is no appearance on their behalf either in person or through counsel.

3. Accepting the reasons stated in the affidavit filed in support of this petition, the delay is condoned and this petition is ordered. Registry is directed to number the writ appeal, if the papers are otherwise in order.
