Heard the learned counsel on either side.
https://hcservices.ecourts.gov.in/hcservices/ 2.By consent of both the parties, the main Writ Petition is taken up for final disposal.
3.The petitioner is aged 62 years. He was appointed as a Watchman in the market on 01.07.1991. He was sponsored by the Employment Exchange.
However, his services were never regularised. In this regard, the second respondent submitted proposals to the Government seeking ratification. The said proposal was returned and certain queries were raised. The second respondent by communication dated 28.11.2017, replied to the said queries. It appears that the matter is pending with the fourth respondent.
4.The fourth respondent is directed to pass final orders on the second respondent's proposal submitted by communication dated 28.11.2017. Such an order shall be passed on or before 30.04.2018.
5.The petitioner is a senior citizen. He was sponsored by the Employment Exchange. The second respondent had already taken a decision that his appointment should be regularised, but then the matter has been hanging there in the form of exchange of correspondence. Therefore, the matter cannot brook any further delay. The petitioner's case appears to be reasonable. That is why, the direction to pass orders on or before 30.04.2018 has been issued.
