2.The petitioner challenges the impugned order dated 10.02.2020 issued by the fourth respondent. Though it is styled as a notice, it is actually in the nature of a final order. It is seen that without issuing prior notice, the impugned order has been passed.

3.On this sole ground of violation of principles of natural justice, it stands quashed. The matter is remitted to the file of the fourth respondent to pass an order afresh in accordance with law. We make it clear that we have not gone into the merits of the matter. 4.This Writ Petition is disposed of accordingly. No costs. Consequently, connected miscellaneous petition is closed.
