Heard the learned counsel on either side.

2. All that the petitioner seeks is consideration of the petition mentioned representation.

The respondents 2 and 4 are directed to enquire into the petition mentioned representation and pass final order on merits and in accordance with law within a period of twelve weeks from the date of receipt of a copy of this order. I make it clear that I have not gone into the merits of the matter. It is for the respondents 2 and 4 to pass order one way or other. The respondents 2 and 4 shall put the interested persons on notice before passing the final order.
