ORDER
This Criminal Original Petition had been filed seeking direction against the Respondent Police to expedite the investigation in Crime No.199 of 2023 dated 06.12.2023 and to file the final report.
2. The learned Counsel for the Petitioner submitted that the Petitioner is the de-facto Complainant in Crime No.199 of 2023 dated 06.12.2023 for the offences punishable under Sections 294(b), 427 and 506(1) of IPC, on the file of the Respondent Police. It is the contention of the learned Counsel for the Petitioner that there had been a dispute between the Petitioner and the local Panchayat ward councillor. Though the Petitioner had paid appropriate charges, the Panchayat refused to provide him water connection. Subsequently, under the Prime Minister Programme of providing drinking water to each and every house hold in the Village, the Petitioner obtained water tap connection. After providing water tap connection, the first accused Selvan and the second accused Velmurugan had forcibly damaged the pipe line and removed the same, provided by the Panchayat to the Petitioner. Therefore, the Petitioner was forced to file a complaint against the Panchayat ward councillor namely, Selvan 2/5
and relative of the Panchayat President namely, Velmurugan. Based on the complaint of the Petitioner, FIR in Crime No.199 of 2023 was filed by the Seethaparpanallur Police Station on 06.12.2023. Till date, the investigation is not proceeded.
3. The learned Government Advocate (Criminal Side) submitted that the investigation had almost completed. The learned Government Advocate (Criminal Side) on instructions of the Respondent Police undertakes to file the final report within a period of four weeks.
