Writ Petition filed under Article 226 of the Constitution of India, praying this Court to issue a Writ of Certiorarified Mandamus, to call for the records of the impugned G.O.(Ms)No.556, Home (Police-III) Department, dated 01.11.2025, passed by the 1st respondent, consequential Revised Seniority List of directly recruited Sub Inspectors of Police (Finger Print) - 2018 batch, issued by the 3rd respondent in Rc.No.A1/SCRB/3516/2025 dated 24.12.2025, quash as arbitrary, unreasonable and ultra vires the Tamil Nadu Police Subordinate Service Rules and consequently, direct the respondents to issue Revised Seniority List as per the police training mark given in the common examination conducted for departmental recruits and direct recruits. ORDER

The petitioners, who are working as Inspectors of Police (Finger Print), have filed this writ petition, challenging the Government Order issued in G.O.(Ms)No.556, Home (Police-III) Department, dated 01.11.2025 and the consequential proceedings of the Inspector General of Police, State Crime Records Bureau, Chennai dated 24.12.2025. By the impugned order, the seniority list of directly recruited Sub Inspectors 2/5

of Police (Finger Print) - 2018 batch, was revised by the Department, pursuant to the direction of the Hon'ble Supreme Court in SLP(C)Nos. 5137 and 5138 of 2021 dated 01.05.2025. The petitioners, aggrieved by the rank provided in the revised seniority list, have filed this writ petition.

2. Mr.C.Venkatesh Kumar, learned Special Government Pleader, takes notice for the respondents and submits that the order impugned in this writ petition is only a draft seniority list, which has been communicated inviting objections, if any. According to him, this draft seniority list has also been revised as per the order of the Hon'ble Supreme Court in Ranjith Singh's case.

3. This Court considered the rival submissions made.

4. The order impugned in this writ petition is only a draft seniority list. The petitioners are having every right to raise their objections to the draft seniority list. The respondents shall consider the objections, if any, made by the petitioners, before issuing a final seniority list. 3/5
