ORDER
The writ petition has been filed for a mandamus to direct the the 1st and 2nd respondents to conduct investigation and pass appropriate orders in accordance with law in the light of order in WP(MD).No.6389 of 2013 dated 21.03.2014 based on the petitioner's representation dated 31.01.2023 within the time limit that may be stipulated by this Court.
2. The petitioner is a document writer in License No.C89/TNJ/1984. His license was cancelled on 30.11.2012 by the order of the 2nd respondent. Therefore, the petitioner filed a writ petition in WP(MD) No.6389/2013 and this Court vide order dated 21.03.2014 quashed the order and remanded the matter back to the respondents for fresh enquiry with liberty to the respondents to issue fresh show cause notice and conduct an enquiry with regard to revocation of license and pass appropriate orders on merits and in accordance with law within a period of eight weeks from the date of receipt of the order. Pursuant to 2/5
the said order, till date, the proceedings is pending without any conclusion. Hence, the petitioner is before this Court with this writ petition.
3. In the counter filed by the respondents, it is stated that fresh enquiry is going on and it is at the stage of completion and it will be completed as early as possible.
4. It is relevant to note that this Court while quashing the impugned order directed the respondents to conclude the proceedings within eight weeks and that order has been passed in the year 2014. However, till date, no order has been passed, which clearly shows the reluctant attitude of the respondents in obeying the orders of this Court. In the counter affidavit, it is however stated that the proceedings would be concluded as early as possible. The very conduct of the respondents is highly deprecated.
5. In such view of the matter, in fact, even though their act invite the proceedings for disobeying the orders of this Court, this Court 3/5
restrained at this stage, however, direct the respondents to complete the proceedings and pass orders within a period of one month from the date of receipt of a copy of this order.
6. The writ petition is disposed of with the above direction. No costs.
