ORDER
The prayer sought for in the present writ petition is to quash the impugned order passed by the third respondent in Na.Ka.No. 06/Kaa.Aa/Mayanur/Kaa.Ni/Karur/2024 dated 10.02.2025 and direct to give permission and adequate police protection for conducting sit-in protest scheduled to be conducted on 20.02.2025 opposite to KCP Mills, Mayanur, Karur District.

The learned counsel appearing for the petitioner would submit that an announcement was made by the Government on 25.01.2025 in newspaper regarding opening of 13 new sand quarries, therefore the petitioner has sent a representation on 05.02.2025 to the Chief Engineer of the Water Resources Department, Trichy requesting immediate re2/6
opening of 13sand quarries, thereafter no action was taken to re-open the quarry. Therefore the petitioner has sent a representation dated 10.02.2025 to the respondents 1 and 2 requesting permission to conduct sit-in protest opposite to KCP Millls, Mayanur, Karur District demanding the Government to re-open sand quarries but the same was dismissed by the third respondent through an impugned order dated 10.02.2025 stating that the place is near to NH 80 National Highways and it would cause hindrance to free flow of traffic and the refusal on the part of the police is arbitrary and unreasonable, therefore he has challenged the said impugned order.

The learned Additional Public Prosecutor appearing for the respondents would submit that the petitioner has not stated the number to participants going to participate in the sit-in protest and also not obtained any permission from the land owner where the protest is said to be held and the place was very near to NH 80 National Highway and it will cause hindrance to the general place, thereby the request of the petitioner was rejected.

4. Heard both sides and perused the materials available on record.

Since the protest is to be held on 20.02.2025 and the learned counsel appearing for the petitioner is also ready to produce the requisite documents to the third respondent and on such production of the said documents, the third respondent is directed to permit the petitioner to conduct sit-in protest on 20.02.2025 from 6.00 a.m., to 6.00 pm.,. The petitioner shall also ensure peace and law and order without affecting the normalcy of the public.
6.With the above direction, this Writ Petition stands disposed of. No costs.
