Mr.M.Jeyakumar, learned Additional Government Pleader takes notice for the respondents.

2.By consent of both parties, this writ petition is taken up for final disposal at the admission stage itself. 3.The petitioner retired from service on 31.08.2014. However, the petitioner's service grievances with regard to the granting of notional promotion and placing him above his erstwhile immediate junior remain un-redressed. In this regard, he has given an appeal petition dated 25.11.2016. The first respondent has to pass orders thereon.

or the other. The first respondent is directed to dispose of the appeal petition dated 25.11.2016 on merits and in accordance with law within a period of twelve weeks from the date of receipt of a copy of this order.
