ORDER

Heard the learned counsel for the writ petitioner and the learned Government Advocate for the respondents 1 and 2. Considering the nature of relief to be granted, issuance of notice to the third respondent is dispensed with. 2.The petitioner has filed an appeal before the first respondent. It is said to be pending for more than three years. The learned Government Advocate would state that the third respondent has filed a civil suit in the meanwhile. Be that as it may, when a formal appeal has been filed before the first respondent, it is duty of the first respondent to give a disposal to the same on merits and in accordance with law. The first respondent is directed to hear the petitioner as well as the third respondent and pass final order on merits and in accordance with law within a period of eight weeks from the date receipt of a copy of this order.
