O R D E R

This Writ Petition has been filed seeking issuance of a Writ of Mandamus ,to direct the third Respondent to grant permission as to erect Poo Thatti and decorative flowers for the period from 27.02.2024 to 02.03.2024 during the temple festival of Arulmighu Puthur Kuzhumayee Amman Temple situated at Puthur Agraharam, Trichy on the bases of the Petitioner's representation dated 12.02.2024. 2.The learned Counsel for the Petitioner submitted that the representation of the Petitioner was rejected on the ground that there is a communal tension in the village. Also, he submitted that earlier also the Petitioner had filed a similar writ petition in W.P.(MD)No.3924 of 2021 by order dated 24.02.2021 and the same was dismissed with the direction to the Petitioner to approach the District Magistrate. The District Magistrate was directed to dispose of the Writ Petition of the Petitioner within a period of two days from the date of representation. Subsequently, the Petitioner had filed another Writ Petition in W.P. 2/5

(MD)No.3450 of 2023 in which the Petitioner was directed to appear before the Inspector of Police and inform him of the developments that had resulted in compromise. On such compromise, the Petitioner was permitted to erect the Poo Thatti.

3.The learned Additional Public Prosecutor on instructions from the RespondentPolice submitted that regarding same festival that had been a Peace Committee Meeting to be held today by the Tahsildar, East Trichy, by 4.30 pm. While so, the Petitioner had approached this Court seeking the relief for individual, the permission cannot be granted as per the circular of the the Director General of Police, Tamil Nadu/Head of State Police Force, Chennai-4, in Rc.No.007301/General I(I)/2019, dated 09.04.2019. The permission granted to organize the festival by the Petitioner alone.

4.In the light of the earlier orders furnished in the typed set, the Petitioner is directed to give a fresh representation to the District Collector, the District Collector, Trichy is directed to dispose the representation of the Petitioner in a day or two. 3/5

5.With the above said direction, this Writ Petition is disposed of. No costs.
