The Writ Petition filed under Article 226 of the Constitution of India to issue a Writ of Certiorarified Mandamus, to call for the records pertaining to the impugned proceedings issued by the 2nd respondent/Inspector of Police, in his letter, dated 16.03.2018 and quash the same and consequently direct the 2nd respondent to permit and give "Police Protection" for the festival of Arulmigu Shri Pattalamman and Shri Karuppasamy Thirukkovil", Kodangipatti, Theni District for Maavilakku, Pongal, Mulaipari and Karakattam and for the same to be celebrated further permission to create a "Panthal" by using sand filled drums without making any hole in the public road and without any disturbance to public transport on road, to conduct the festival from 03.04.2018 to 05.04.2018, within the stipulated time as fixed by this Court.
