This writ petition has been filed by the petitioner to direct the respondents to give permission and adequate police protection for conducting drama of Siruthondar Programme and Annathanam scheduled to be conducted on 28.04.2018 and 29.04.2018 in the eve of Chitra Powrnami festival, in front of the Mahamariamman Temple, Ammankudi Village, Thottiyam Taluk, Trichy District. 2.Heard Mr.T.Vadivelan, learned counsel appearing for the petitioner and Mr.V.Anand, learned Government Advocate appearing for the respondents.
3.The learned counsel appearing for the petitioner has submitted that the petitioner is the Maniyakar of Ammankudi Village and in the said village there is an ancient temple namely Mahamariamman Temple. He further submitted that every year in the Tamil month of "Chithirai" the Annathanam Charity will be celebrated in the said temple in a grand manner likewise in this year also the village people have elected the Maniyakar, Karaikkarar and Nattamai as Turstees and they have decided to celebrate the "Chithira https://hcservices.ecourts.gov.in/hcservices/
Powrnami" festival and hence, the petitioner gave a representation on 13.03.2018, seeking permission and also police protection, but, sofar, no order has been passed. Hence, he has filed the present writ petition.
4.The learned Government Advocate appearing for the respondents has submitted that one Sanmugam has submitted an application before the Revenue Divisional Officer, Musiri claiming that he is the Secretary of Annathana Kodivizha Sangam and he also asked permission for conducting the festival in the aforesaid temple on 28.04.2018 and 29.04.2018 and the same has been forwarded to the District Superintendent of Police and the District Superintendent of Police in turn forwarded the said representation to the second respondent herein and the same is also pending for consideration. 5.Considering the aforesaid submissions, the second respondent is directed to enquire both the representations and pass order in accordance with law after giving opportunity of personal hearing to both parties and inform to the concerned parties within a period of one week from the date of receipt of a copy of this order. 6.With the aforesaid observations, this writ petition is disposed of. No costs.
