C O M M O N O R D E R The petitioner College through its Correspondent-cumSecretary has approached this Court that appointments of some of the Professors namely, Dr.V.Bena Jothy (Assistant Professor - Physics), Dr.R.Medo Merina (Assistant Professor - Botany), Dr.A.Jaya Esklin (Assistant Professor - Tamil), Dr.A.Delbin (Assistant Professor - Tamil) and Dr.Y.Pappa (Assistant Professor - Tamil) in the petitioner's College in the years 2007, 2012, 2014, 2017 and 2011 were approved, however they have not been provided with the benefits under the Career Advancement Scheme. A proposal was made by the petitioner Management to the Joint Director of Collegiate Education, Tirunelveli on 09.10.2025 and the Joint Director has also recommended for providing the benefits under the Career Advancement Scheme to all the eligible professors, who are working in the petitioner's Institution, however, the Director of Collegiate Education, Chennai is yet to process the proposal forwarded by the Joint Director. Therefore, the petitioners have 8/12

approached this Court, seeking a writ of Mandamus, directing the third respondent to disburse the arrears of salary to the professors, who are eligible under the Career Advancement Scheme.

Mr.M.Sarangan, learned Additional Government Pleader, who takes notice for the respondents submits that though the Joint Director of Collegiate Education has forwarded the proposal of the petitioner Institution, it has to be processed in concurrence with the Finance Department as there are some financial implications. Therefore, after obtaining necessary orders from the Finance Department, the proposal of the petitioner would be processed within a reasonable time.

3. This Court considered the rival submissions made and also perused the materials placed on record.

4. The petitioner Institution claims that the professors, who are working in the petitioner's College are entitled for the 9/12

benefits as per the Career Advancement Scheme. The proposal was also accepted by the Joint Director of Collegiate Education, Tirunelveli and it has been forwarded to the Director of Collegiate Education, Chennai. The Director of Collegiate Education/ the second respondent herein shall process the proposal and ensure that necessary orders are issued within a reasonable time, not more than three months from the date of receipt of a copy of this order. 5.With the above directions, these writ petitions are disposed of. No costs.
