ORDER
This Writ Petition has been filed seeking a Writ of Mandamus, directing the respondents to grant permission to conduct Kabadi Tournament scheduled to be held from 10.03.2023 to 12.03.2023 conducted by JS & SPM Sports Club and Dr.Ambedkar Youth Wing Association at Vannikudi Village, Ramanathapuram Taluk and District by considering the petitioner's representation dated 13.02.2023.
2. Mr.E.Antony Sahaya Prabahar, learned Additional Public Prosecutor takes notice for the respondents. By consent, this writ petition is taken up for final disposal at the admission stage itself.
3. The learned Additional Public Prosecutor appearing for the respondents would submit that there is a communal rivalry existing in the local area and hence, he makes strong objection to grant permission to conduct the Kabadi Tournament.

4. On going through the objection made by the learned Additional Public Prosecutor, it is only a formal objection that law and order problem may be created by the outsiders. Hence, the outsiders may be prevented or prohibited by the organizers of the above said event.
5. At this juncture, the learned counsel appearing for the writ petitioner would submit that no such untoward incident will occur, while conducting the kabadi tournament.
6. I have considered the submission of the learned counsel appearing for the writ petitioner and the learned Additional Public Prosecutor appearing for the respondents.
7. It is brought to the notice of this Court that the Director General of Police, Tamil Nadu, Chennai had issued a circular memorandum in Rc.007301/Genl.I (1)/2019 dated 09.04.2019 along with instructions to the Inspectors of Police throughout Tamil Nadu for consideration of applications seeking permission for conducting programme. Therefore, in view of the detailed circular and guidelines issued by the Director 3/6
General of Police, the third respondent is hereby directed to consider the representation of the writ petitioner dated 13.02.2023 and pass orders based on the above said circular and the time for conducting the Kabadi Tournament may be fixed by the concerned authority, depending upon the situation in the locality.
8. With the above directions, this Writ Petition stands disposed of. No costs.
