This Writ Petition has been filed seeking issuance of a Writ of Mandamus directing the first respondent to dispose of the petitioner's appeal in Na.Ka.No.8956/2023/A7 dated 15.09.2023 within a stipulated time as may be fixed by this Court.

2. With the consent of the parties, this Writ Petition is taken up for final disposal at the admission stage itself, dispensing with the notice to the private respondents, as no adverse orders are proposed to be passed against them.

3. The grievance of the petitioner is that the properties in Survey No.1876, measuring an extent of 50 cents and in Survey No.1877, measuring an extent of 91 cents, situated at Palayam Village, belong to the petitioner, who purchased the same on 04.12.2020. However, several pattas were erroneously and fraudulently issued in the names of the private respondents for unauthorized areas and excess extents without proper field inspection or verification of title deeds. Therefore, the petitioner preferred an appeal before the first respondent on 15.09.2023, and the same was taken on file in Na.Ka.No.8956/2023/A7. Though initially the enquiry has been initiated and the petitioner submitted all the documents, no order has been passed for more than 18 months. Therefore, the petitioner has been constrained to file the present Writ Petition.

4. The learned Additional Government Pleader appearing for the first and second respondents, on instructions, would submit that the Page No. 3 of 6

enquiry on the petitioner's appeal would be concluded and appropriate orders would be passed by the first respondent within a period of ten weeks.

5. Recording the above submission and without expressing any opinion on the merits of the matter, this Writ Petition is disposed of with a direction to the first respondent to conclude the enquiry on the petitioner's appeal in Na.Ka.No.8956/2023/A7 and pass appropriate orders on its merits and in accordance with law within a period of ten weeks from the date of receipt of a copy of this order. The first respondent is also directed to provide a reasonable opportunity of hearing to the petitioner, the private respondents and any other interested parties who may be affected by such decision, before passing any order. There shall be no order as to costs.
