PRAYER: Writ Petition is filed under Article 226 of the Constitution of India, praying this Court to issue a Writ of Certiorarified Mandamus, calling for the records of the 2nd respondent relating to the impugned Minutes of Technical Bid Evaluation dated 07.02.2026 in Tender Notice No. 26/2025-26/D1/dated 20.01.2026, for the work of Construction of High Level Bridge at km 15/2 of Udaiyarpati - Seevalaperi Road in lieu of existing causeway, quash the same in so far as it rejects the petitioner's technical bid, and consequently direct the 2nd respondent to admit the petitioner's bid for financial evaluation without insisting on the Working Condition of Plant and Machinery Certificate.

The present writ petition has been filed seeking to quash the order dated 07.02.2025, whereby the technical bid submitted by the writ petitioner was rejected on the sole ground that the petitioner had not submitted the site visit inspection certificate.

2. When a specific cut-off date was fixed for applying for the site visit inspection certificate as well as for issuance of the said certificate, the petitioner did not approach either the authorities or this Court seeking issuance of the same. In such circumstances, this Court is not inclined to interfere with the order whereby the technical bid submitted by the petitioner was rejected. The writ petition is devoid of merits and is liable to be dismissed.
3. Accordingly, this writ petition stands dismissed. No costs. Consequently, the connected miscellaneous petitions are closed. 12.02.2026 NCC : Yes / No Index : Yes / No Internet : Yes / No pal 3/5
