(R7 impleaded as per order of this Court dated 29.03.2022 made in WMP(MD).4039 of 2022 in WP(MD).4306 of 2022) PRAYER :- Writ Petition has been filed under Article 226 of the Constitution of India praying to issue a Writ of Mandamus, directing the respondents to grant permission and protection for the Panguni Thiruvila to be held from 12.04.2022 to 16.04.2022 at Shri Muthallamman Thirukkovil, Vilampatti Village, Nilakottai Taluk, Dindigul District.

O R D E R
Directing the respondents to grant permission and protection for the Panguni Thiruvizha to be held from 12.04.2022 to 16.04.2022 at Shri Muthallamman Thirukkovil, Vilampatti Village, Nilakottai Taluk, Dindigul District, the petitioner is before this Court, with this Writ Petition.
2.The representation of the petitioner dated 24.02.2022 is pending on the file of the third respondent for enquiry. While pending this writ petition, several persons represented to implead themselves as parties. Two of them have filed petitions to implead themselves as parties. This Court allowed the WMP(MD)Nos.3781 & 4039 of 2022, thereby, impleading them as the sixth and seventh respondents in this Writ Petition.
3.The learned counsel appearing for the fourth and fifth respondents represented that the (*)Hereditary Trustee and Executive Officer of the temple has to decide about the Panguni Thiruvizha. While that being so, the petitioner having no right over the temple has submitted a representation seeking police protection for conducting Panguni Thiruvizha, from 12.04.2022 to 16.04.2022. 4.The learned counsel appearing for the fifth respondent submitted that there were dispute between the petitioner's group and rival groups, in which, five cases have already been registered against the accused persons. While that being so, the request of the petitioner cannot be considered at this stage and it should be enquired further along with the rival parties. 5.
Considering the above, the third respondent is directed to forward the request made by the petitioner to the Revenue Divisional Officer, Dindigul. On receipt of the same, the Revenue Divisional Officer is directed to issue notice to the petitioner, respondents 4 to 7 and Poojari of the temple and after giving them opportunities of hearing, pass appropriate orders, in accordance with law. 6.With the above directions, this Writ Petition is disposed of. No costs.
