ORDER

This writ petition has been filed for issuance of writ of Mandamus, directing the respondent to grant permission and protection for conducting Kabadi Tournament schedule to be conducted from 27.04.2018 at about 10.00 a.m., to 29.04.2018 at 10.00 p.m., day and night matches to be held at Sports Ground at Rajajipuram @ Paraiyadi, Tirunelveli Town, Tirunelveli District based on the petitioner's representation dated 27.03.2018. 2.Heard the learned counsel appearing for the petitioner and the learned Additional Government Pleader appearing for the respondent.

3.The learned counsel for the petitioner submitted that the petitioner is the committee member of Ambedkar Kabadi Club in the village. He further submitted that the petitioner along with others have decided to conduct a Kabadi Tournament for celebrating the Ambedkar's Birthday and hence, he made a detailed representation to the respondent on 27.03.2018 for granting permission to conduct the Kabadi Tournament from 27.04.2018 to 29.04.2018. Since the said representation was not considered by the respondent, the petitioner has come forward with this Writ Petition for the relief stated supra.

4.The learned Additional Government Pleader appearing for the respondent submitted that two community people are living in Rajajipuram viz., Thevar and Scheduled Community and frequently there is a law and order problem arose between these two community people. He further submitted that a double murder has occurred in the year 2015 in that area and in this connection, a case was registered in Crime No.531 of 2015 under Section 302 I.P.C. Therefore, except the Temple Festival, the Kabadi Tournament and other programmes are not conducted in the said area for the last three years and if any such programme is conducted, it would affect the peace and tranquility among these two communities and it is very difficult for the police to provide bandobust in the said place.

Therefore, at this stage, if the programme is conducted, there is likelihood of creating law and order problem in that place. 5.Therefore, by considering the submission of the learned Additional Government Pleader and in the interest of both community people, this Court cannot grant the relief as sought for by the petitioner in the writ petition. Hence, the writ petition fails and the same stands dismissed. No costs.
