Heard the learned counsel for the writ petitioner, the learned standing counsel for the fourth respondent, the learned Special Government Pleader for the respondents 2 and 4 and the learned Additional Government Pleader for the third respondent. Considering the nature of relief to be granted, issuance of notice to the respondents 5 and 6 is dispensed with. 2.The fourth respondent is directed to dispose of the petition mentioned representation on merits and in accordance with law within a period of twelve weeks from the date of receipt of a copy of this order. I make it clear that I have not gone into the merits of the matter. The fourth respondent shall put the interested persons including the respondents 5 and 6 on notice before passing 2/4

final order. It is open to the fourth respondent to pass order one way or the other.
