The petitioner had filed the present Writ Petition in the nature of Mandamus, seeking a direction to the first respondent viz., the Inspector General of Registration, Registration Department, 100, Santhome High Road, Chennai, to consider his 1/3

representation dated 27.01.2020. The petitioner had also given a copy of the said representation to the second respondent viz., the District Registrar, Registration Department, Madurai Norh, Rajakambeeram, Y.Othakadai, Madurai-625 107.

2. In the affidavit filed in support of the Writ Petition, it had been stated that the petitioner, who belongs to the Saliyar community, has been a member of the Saliyar Samooga Uravinmurai, which has been registered as a Sangam from November 2016, vide Registration No.132 / 2016. There were some disputes between the petitioner and the Sangam and the matter finally reached the Madurai Bench of Madras High Court in C.R.P.(MD).No.795 of 2016, wherein, the orders have been passed on 25.02.2020. The petitioner claims that the elections were conducted in the year 2016 and the term of the office bearers had expired on 13.11.2019. It is claimed that in accordance with the rules, the General Body meeting should have been conducted in September 2019 and the election schedule should have been drawn. Unfortunately, though representation was given by the petitioner, no effective action has been taken by the respondents. In view of these facts, the petitioner has come forward before this Court, seeking Mandamus to the respondents to consider his representation.

3.Heard the learned Government Advocate appearing for the respondents.

4.A Mandamus is issued primarily to the second respondent to examine the representation given by the petitioner, if necessary, invite the petitioner and also any other persons, who are interested in conducting the election to the Saliyar Samooga Uravinmurai, and thereafter, record the submissions and fix the date for election, if the voters' list is finalised and there are no further objections regarding the voters' list. The second respondent may commence to examine the representation given by the petitioner on or before 24.03.2020 and thereafter, in accordance with the rules, fix the date of election.

5.With the above observations, the Writ Petition stands disposed of. No costs.
