The petitioner has come forward with this Writ Petition seeking a Writ of Mandamus directing the respondents to grant permission and necessary protection to perform the cultural programme (ie. ) "Adalum Padalum" on the eve of "Arulmigu Sri Durgaiamman Vaigasi Festival" at Muthukumarapuram Village, Vilathikulam Taluk, Thoothukudi District, scheduled to be held on 17.05.2018 from 8.00 p.m. to 11.00 p.m.

3. Admittedly, the representation dated 25.03.2018, has been submitted by the petitioner is pending before the second

respondent, in which he has stated himself as Village Head as well as in the affidavit. Hence, the petitioner has not satisfied the conditions as prescribed in the order passed by this Court in W.P. (MD)No.7911 of 2018, dated 12.04.2018. Therefore, this Court cannot entertain this Writ Petition. Accordingly, the Writ Petition is dismissed. However, if any representation is made either by a member of Vizha Kuzhu or the Trustee or the organization, the same shall be considered by the second respondent, on merits and in accordance with law.
