Respondents PRAYER: Petition filed under Article 226 of the Constitution of India to issue a Writ of Mandamus, to direct the respondents to grant permission and police protection to conduct the "Panguni Festival" with religious ceremonies like "Kuthirai Eduppu Vizha", "Kaappu Aruthal" and "Kovil Maadu Mariyathai" etc along with Vallithirumanam Drama, Harichandra Drama and Mahamayee Drama in connection with the festival of Adaikalam Kaatha Ayyanar Swamy Kovil, Chellandi Amman Kovil, Pattatharasi Amman Kovil at Pallapatti Village, Melur Taluk, Madurai District to be held on 05.04.2020 to 07.04.2020 by considering the petitioner's representation dated 25.02.2020.

ORDER

Heard the learned counsel on either side.

2. The petitioner wants this Court to direct the respondents to permit him to conduct the petition mentioned event on https://hcservices.ecourts.gov.in/hcservices/ 1/2

W.P.(MD)No.5289 of 2020 05.04.2020 to 07.04.2020.

3. The petitioner's counsel states that there is no rival claim and no law and order issue. The petitioner had submitted a representation on 25.02.2020 to the third respondent.

4. The third respondent is directed to issue proceedings granting permission for holding the petition mentioned event. It is open to the third respondent to incorporate appropriate conditions as regards timing and other norms. The petitioner's counsel, on instructions, gives an undertaking that the conditions imposed by the third respondent will be adhered to.

5. The writ petition is allowed on these terms. No costs.
