Respondents PRAYER:Writ Petition filed under Article 226 of the Constitution of India, praying to issue a Writ of Mandamus, directing the respondents to close the purchase centre, which is opened at non harvesting season in the Chellampatti Union, Usilampatti Taluk, Madurai District based on the petitioner's representation dated 20.02.2021.

ORDER

The petitioner claims to be a farmer and resident of P. Mettupatti Village, Usilampatti Taluk, Madurai District. According to him that in his place harvest is normally done in the month of December and the Government used to purchase the cultivated crops from every village and transact the same through purchase centre in the locality. While so, the 3rd respondent, according to the petitioner with malicious intention to help the brokers and owners of certain rice mills purposefully opened the purchase centre in his village in order to purchase the cultivated crops at a very low price and sell the same to a higher price. In the said circumstances, the petitioner is before this Court seeking a direction to the authority to close the purchase centre. 2.

This Court is unable to appreciate as to how such a writ petition can be maintained in the first place, as the averments do not make out any specific legal case even for ordering notice in the writ petition. The affidavit is completely bald and bereft of any details and the averments also too sketchy meriting any prima facie consideration of the case of the petitioner.

3.This Court after going through the sketchy averments is of the view that the writ petition is motivated and intended to achieve some collateral purpose and the writ petition itself appears to be lacking any bona fide for this Court to extend its jurisdiction for issuing a writ of mandamus.

4.Nothing has been spelt out in this writ petition as to the locus standi of the petitioner for questioning the opening of the purchase centre as of now and the present writ petition is a mischievous attempt by the writ petitioner for achieving his ends. 5.For the above stated reasons, this writ petition is dismissed. No costs.
