Writ Petition is filed under Article 226 of the Constitution of India praying for the issuance of a Writ of Certiorarified Mandamus, to call for the records relating to the proceedings made in Na.Ka.No.A1/3763/2019, dated 01.06.2019 on the file of the third respondent and quash the same and directing the respondents herein to grant permission to the petitioner for conducting the Manjuvirattu event on 04.06.2019 as part of the festival in Arulmigu Sri Kasilinga Ayyanar Temple at Thirumanpatti Village, Sivagangai Taluk, Sivagangai District.
