Site Inspection Certificate and Certificate for Working Condition of the plant and machineries as envisaged in the Tender Notice No. 43/2025-206/HDO/Dated 03.02.2026, issued by the first respondent based on the petitioner's application dated 08.02.2025 on or before 16.02.2026 by 17.45 hrs. so as to enable the petitioner to upload the same and participate in the bidding process.

The present writ petition has been filed seeking issuance of a writ of mandamus directing the second respondent to issue a Work Site Inspection Certificate and a Plant and Machinery Working Condition Certificate to the writ petitioner, to enable him to participate in the tender notice issued by the first respondent on 03.02.2026.
2. A perusal of the records reveals that the petitioner made an application for issuance of the aforesaid certificates on 08.02.2026 and sent a reminder on 12.02.2026.
3. The learned Special Government Pleader appearing for the respondents submits that, as per the written instructions received, the 2/5
petitioner has been directed to appear on 13.02.2026 at 04.00 p.m., along with all relevant records, for consideration of the request for issuance of the aforesaid certificates.
4. Considering the aforesaid facts, the petitioner is directed to appear before the second respondent today, i.e., on 13.02.2026 at 4.00 p.m., and the Work Site Inspection Certificate shall be issued on the same day, if the petitioner satisfies all the requirements. Insofar as the certificate relating to the working condition of the plant and machinery is concerned, upon desk verification, if the authorities are satisfied, they are directed to pass appropriate orders today, i.e., 13.02.2026.
5. With the above observations, this writ petition stands disposed of. No costs. Consequently, the connected miscellaneous petition is closed. 13.02.2026 Internet : Yes/No Index : Yes/No NCC : Yes/No pal Note: Issue Order Copy on 13.02.2026.
