Writ Petition is filed under Article 226 of the Constitution of India praying for the issuance of a Writ of Mandamus, forbearing the respondents from preventing the petitioner from proceeding to Belgium to continue his job or to seek other employment at abroad by using his passport bearing No.P3135290 dated 08.07.2016 and consequently, direct the respondents to withdraw the lookout circular pending on the file of the first respondent against the petitioner.
