2.We are of the view that the writ Court cannot issue any positive direction to TWAD Board to extend the pipeline that is now being laid. It is of course open to the petitioner to approach the Government in this regard. In matters having financial implications, the writ Court has to adopt self-restraint. 3.Granting liberty to the petitioner to move the Government, this writ petition is disposed of. There shall be no order as to costs.
