This Writ Petition has been filed seeking issuance of a Writ of Certiorarified Mandamus to quash the impugned order passed by the second Respondent, dated 23.02.2024 and for a direction to the second Respondent to accord necessary permission to conduct a cultural programme, namely, Karakattam and Adal Padal Kalai Nigalchi dated 08.03.2024 and 09.03.2024 in connection with the festive occasion of one Sri Dharma Muneswarar Alayam situated at Kombuthi, Kamuthi Taluk, Ramanathapuram District by taking into consideration the Petitioner's representation, dated 23.02.2024. 2.The learned Government Advocate (Crl.side) on instructions from the Respondent Police submitted that on previous occasion, there had been uncontrollable mob on the dais, where, the cultural programme was held. Therefore, considering the past event, the second Respondent had rejected the permission.

3.Considering the vehement objection by the learned Government Advocate (Crl.side), the Petitioner is directed to submit a fresh representation today itself before by 05.00 pm. On receipt of the same, the second Respondent shall pass appropriate orders in the light of the circular issued by the Director General of Police, Tamil Nadu/Head of State Police Force, Chennai-4, in Rc.No.007301/General I(I)/2019, dated 09.04.2019. If the organizer violate any of the conditions, the Respondents 1 and 2 shall stop the event. The Petitioner shall post volunteers on behalf of the organizing committee to control the youth in the village, who may violate the orders and create ruckus on the stage. Also, the organizers shall give an undertaking that they will maintain peace in the limits of the second Respondent. The Petitioner, as organizer of the event, shall pay the appropriate charges for the Police personnel on security duty as per G.O.Ms.No.139, Home (PoI.VIII) Dept. dated 04.03.2019.
