O R D E R
This writ petition has been filed by the petitioner to quash the order passed by the respondent dated 19.02.2025 for the request made by the petitioner to grant police protection to conduct Kabadi Tournament on 26.02.2025 in T.N.D.T.A. Middle School, Meerankalm based on the representation dated 19.02.2025.

According to the petitioner, he is the president of "Meerankulam Parimathiyah Alaya Asana Committee" and the Meerankumam Parimathiyah 97th Pradhistai and Asana Pandigai is scheduled to be held on 26.02.2025. During the above said festival time, T.N.D.T.A Middle School, Meerankulam Annual day as wells as the Kabadi Tournament are planned on the same day at about 6.00 p.m., onwards and the Kabadi Tournament is scheduled to begin at 8.00 p.m. on that day. Therefore, he submitted a letter to the respondent police on 19.02.2025, seeking permission and protection for the Kabadi Tournament and he also submitted an application for loud speaker and mic set for that day, but the same was rejected by the respondent police through an order dated 19.02.2025 by stating that in the southern districts, there are some law and order issue, therefore they have rejected.

Tournament will be conducted on 26.02.2025 without any law and order issue and the entire village people would take part in the church festival. No untoward incident reported to the police in the previous years. However, the petitioner's request was rejected only on vague and bald reasons. Therefore, the order passed by the respondent police is liable to be set aside and the respondent police is liable to give police protection.
3. The learned Additional Public Prosecutor (Criminal Side) appearing for the respondent police would submit that they have received the representation from the petitioner. But, on the same day, another rival party has raised objection by stating that the petitioner was an elected member and already the time period was lapsed and no fresh election has been conducted, therefore they raised objections to conduct of the Kabadi Tournament and also in the southern districts, very often two rival groups used to create law and order issue.
4. This Court heard both sides and perused the records.
5. The petitioner seeks permission and to grant police protection for the Kabadi Tournament dated 26.02.2025 in the T.N.D.T.A. Middle Page No. 3 of 5
School play ground. The only contention raised by the respondent is that there are some objections raised by the other party, therefore they have rejected. But in the rejection order dated 19.02.2025, they have not mentioned about the objection of the party and they have only mentioned about the law and order issue. The Kabadi Tournament is a sports event, thereby the respondent police ought to have granted permission to the petitioner by imposing some conditions. Therefore, this Court is inclined to set aside the order passed by the respondent dated 19.02.2025 for declining the grant of permission and permission is granted to the petitioner to conduct the Kabadi Tournament without creating any law and order issue and without breaching the Rules. The respondent police also shall monitor the function and ensure the safety of the public and the participants.
6. With the above said observations and directions, this writ petition is disposed of. No costs.
