Respondents Writ Petition filed under Article 226 of the Constitution of India praying this Court to issue a writ of mandamus directing the respondents to bifurcate the four village panchayats viz., Puthanampatti, Vellakalpatti, Abinimangalam and Kottathur "from Musiri Block" and "Include into Thuraiyur Block", Trichy District. ORDER

(Order of the Court was made by M.Sathyanarayanan, J.) The petitioner claims to be a public interest litigant and according to him he was the village panchayat President, Puthanampatti Village Panchayat, Musiri Block, Trichy District and that he is a Diploma Engineer with "C" Licence for electrical HT works. The grievance expressed by the petitioner is that the Revenue & Disaster Management Dept., Revenue Department, vide G.O. No.310 dated 25.09.2017, in compliance of the order dated 16.11.2016 in W.P. (MD) No.40156/2016 had included Puthanampatti, Vellalkalpatti, Abinamangalam and Kottathur Revenue Village from Musiri Taluk to Thuraiyur Taluk. However, the four village panchayats from Musiri Block having not been transferred to https://hcservices.ecourts.gov.in/hcservices/

Thuraiyur Block administration, the representation submitted in that regard has failed to evoke any kind of response and, therefore, the petitioner has come forward with the present petition.

2. Heard the submissions of the learned counsel for the petitioner. Mr.A.K.Baskarapandian, learned Special Government Pleader accepts notice on behalf of the respondents.

A perusal of the last of the representation said to have been submitted by the petitioner on 5.2.19 to the 3rd respondent is bereft of any material particulars and, therefore, this Court grants liberty to the petitioner to submit a detailed representation with relevant particulars to respondents 1 to 3 within a period of four weeks from the date of receipt of a copy of this order and upon receipt of the same, the said officials, after putting the concerned panchayats on notice, shall pass orders in accordance with law within a further period of ten weeks thereafter and communicate the decision taken to the petitioner.
