Heard both sides.
2.The petitioner is permitted to re-present the document in question before the second respondent. The second respondent has two courses of action open to him. He can register the same if it is otherwise in order. If the second respondent cannot registered the document, he shall issue refusal check slip containing proper reason. 3.Mandating the second respondent to adopt one of the courses of action mentioned above, this writ petition is disposed of. There shall be no order as to costs.
