This Writ Petition has been filed seeking a writ of mandamus directing the first respondent to consider the petitioner's representation, dated 17.02.2025 by issuing teaching experience certificate and no objection certificate for applying for the post of Assistant Professor at AIIMS, Madurai.
2. The case of the petitioner is that she has been working in the second respondent College and Hospital as Assistant Professor, Pharmacology with effect from 10.09.2015. All India Institute of Medical Science, Madurai issued an advertisement, dated 14.02.2025 seeking applications from the eligible candidates for the post of Assistant Professor in its faculty on regular basis, who are employed in Central/State Government/Autonomous Institutions/statutory organisations/PSU under Central/State Government should submit their applications through proper channel. For that purpose, the applicants have to enclose no objection certificate issued by the competent authority, wherein, applicants are working. The petitioner intends to submit an application as per the advertisement of AIIMS, Madurai. She submitted a representation to the second respondent to issue teaching experience certificate and no objection certificate to enable her to apply for the post notified by AIIMS, Madurai. The 2/5
second respondent has forwarded the said representation to the first respondent on 19.02.2025. But the first respondent did not issue no objection certificate and teaching experience certificate to the petitioner. Aggrieved by the inaction of the first respondent, the present writ petition has been filed.

The learned Additional Government Pleader appearing for the respondents would submit that the petitioner made a representation only on 17.02.2025 to the second respondent and immediately, it was forwarded to the first respondent on 19.02.2025 and as such, it will be considered within a reasonable time to be stipulated by this Court.

Considering the facts and circumstances of the case and taking into account the submissions made by the learned Additional Government Pleader for the respondents, in our view the writ petition can be disposed of at the admission stage with the consent of both parties without going into the merits of the case with a direction to the first respondent to issue teaching experience certificate and no objection certificate to the petitioner as per the letter, dated 19.02.2025 of the second respondent within a stipulated time to meet the ends of justice.

5. Accordingly, the writ petition is disposed of with the following direction:
The first respondent is directed to issue teaching experience certificate and no objection certificate as per the recommendation made by the second respondent on 19.02.2025 on or before 10.03.2025.
6. No costs.
