PRAYER: Writ Petition filed under Article 226 of the Constitution of India, praying this Court to issue a Writ of Certiorarified Mandamus, to call for the records pertaining to the impugned order bearing Na.K.a.No. 10/MELUR PS/2024 dated 07.02.2024 on the file of the third Respondent and quash the same as illegal and consequently direct the Respondents to grant permission and necessary protection to perform the 1/5

This Writ Petition has been filed seeking issuance of a writ of Certiorarified Mandamus, to direct the Respondents 1 to 4 to grant permission to conduct the Adal Padal Program on 07.03.2024 at 7.00 pm to 10.00 pm and Valli Thirumana drama scheduled to be conducted on 08.03.2024 at 7.00 pm onwards to 10.00 pm in "Arulmigu Sri Muppirathi Karuppasamy Kovil at Therkutheru Village, Melur Taluk, Madurai District.
2.The learned Counsel for the Petitioner submitted that the Petitioner had given a representation on 27.02.2024. The same was refused by the third Respondent on the ground that the Petitioner had to 2/5
obtain prior permission from the Panchayat, prior permission regarding electric connection and stability certificate from the PWD regarding stage erected for the purpose of conducting Adal Padal Programme. Therefore, the Petitioner had approached this Court seeking writ of Mandamus against the Respondents 1 to 4 to grant permission to conduct the Adal Padal Program.
3.The learned Government Advocate (Criminal side) on instructions from the Respondents 1 to 3 submitted that if the Petitioner had complied with the conditions stated in the order rejecting the permission, the third Respondent is ready to grant permission to conduct the Adal Padal Programme.
4.The learned Counsel for the Petitioner submitted that only a short time is available for the Petitioner to obtain relevant permission from the authorities concerned.
5.The Petitioner is directed to obtain permission as pointed out in the rejection order by the third Respondent. Also the Petitioner shall furnish fresh application today itself.

6.In the light of the circular of the Director General of Police, Tamil Nadu/Head of State Police Force, Chennai-4, in Rc.No. 007301/General I(I)/2019, dated 09.04.2019, the Respondents 1 to 3 are directed to consider the representation of the Petitioner. 7.With the above said direction, this Writ Petition is disposed of.
