Prayer : Writ Petition filed under Article 226 of the Constitution of India, praying this Court to issue a Writ of Certiorarified Mandamus, calling for the records relating to the proceedings in No.927/Utha.2/2025 dated 07.01.2026 issued by the 2nd respondent, quash the same and consequently direct the 3rd respondent to grant 21 days ordinary leave without escort to the petitioner's son, Esakimuthu, S/o.Velayutham, bearing PID No.319652, who is currently lodged at Central Prison, Palayamkottai.

ORDER

(By G.R.SWAMINATHAN, J.) The petitioner's son was sentenced to life imprisonment. He is undergoing incarceration in Central Prison, Palayamkottai. The convict has sofar spent more than four years in prison. Therefore, he is entitled to 21 days ordinary leave.

2.The third respondent is directed to grant twenty one (21) days ordinary leave for the convict without escort. 2/6

3.The writ petition is allowed on the following conditions:- (a)The convict-prisoner, Esakimuthu, S/o.Velayutham, (PID No.319652,) now detained at Central Prison, Palayamkottai is granted ordinary leave for twenty one (21) from 26.02.2026 to 18.03.2026 without escort.

(b) The convict prisoner shall be released from the prison at 05.00 p.m., on 25.02.2026 and he shall return to the prison at 10.00 a.m., on 19.03.2026. (c) During the said leave period, he shall report before the Inspector of Police, Tirunleveli Town Police Station, Tirunelveli District daily at 06.00 p.m., from 26.02.2026 onwards, without fail.

(d) During the leave period, the convict prisoner shall abide by all the conditions prescribed in the Jail Manual. Consequently, connected miscellaneous petition is closed.
