Prayer : Writ Petition filed under Article 226 of the Constitution of India, praying this Court to issue a Writ of Certiorarified Mandamus to call for the impugned orders of the 2nd respondent of denial of authorization letters dated 28.08.2023 and 06.10.2023 respectively and quash the same and further direct the respondents to disburse the medical reimbursement amount of Rs.4,25,318/- by considering his representation dated 05.02.2024.

ORDER
The present writ petition has been filed challenging the impugned orders of the 2nd respondent of denial of authorization letters dated 28.08.2023 and 06.10.2023 respectively and further direct the respondents to disburse the medical reimbursement amount of Rs.4,25,318/- by considering the petitioner's representation dated 05.02.2024.

2. Heard Mr.Manoj Raghu Ram, learned counsel for the petitioner and Mr.N.Ramesh Arumugam, learned Government Advocate appearing for the respondents.
3. The third respondent has not considered the claim of the petitioner stating that the line of management is not covered. Since the order has been passed by the First Level Authority, the petitioner has got liberty to approach the District Level Empowering Committee. But the petitioner without approaching the District Level Empowering Committee, by way of filing any appeal has straight-away filed this writ petition.
4. The petitioner is given liberty to file an appeal before the District Level Empowering Committee and on filing his appeal in which the third respondent is also a member shall consider and pass appropriate orders in accordance with the scheme and on its own merits within a period of four weeks.

5. With the above observation and direction, this Writ Petition is disposed of. No costs. Consequently, connected miscellaneous petition is closed.
