Heard the learned counsel on either side.

2.The petitioner only wants the third respondent to take action based on the communication dated 03.12.2018 vide letter No.26644 / C2 / 2018 . Therefore, the third respondent is directed to take action on the petitioner's representation and pass orders within a period of two weeks from the date of receipt of a copy of this order. It is made clear that this Court has not expressed anything on the merits of the matter. This writ petition is disposed of accordingly. No costs.
