ORDER

This petition has been filed for issuance of Writ of Certiorarified Mandamus to quash the the impugned proceedings of the second respondent in C.No.VLR/SD/F2026/46, dated 14.02.2026 and consequently to direct the respondents to grant permission to the petitioner and the residents of Koodankulam Panchayat to conduct the proposed peaceful one day hunger strike on 23.02.2026 at kamarajar Statue, near NPCIL Main Gate, Koodankulam, subject to such reasonable conditions.

2.According to the petitioner, the second respondent has declined permission to conduct a hunger strike. The petitioner submits that they 2/5

are landowners affected by the Koodankulam project and that their lands were acquired. However, a compensation has not been paid and employment has not been provided. When the petitioner agitated, a peace committee meeting was convened during which assurances were given to grant relief to the petitioner. Despite such assurances, no relief has been granted. Therefore, the petitioner seeks permission to conduct a hunger strike.

3.The learned Government Advocate (Crl. Side) appearing for the respondents Police submitted that there is no suitable place to conduct a hunger strike as it is a high security zone. It is further submitted that there are 31 alternative places, where the petitioner may be permitted to conduct the hunger strike.

4.Considering the above submissions, the petitioner is permitted to choose any one of the 31 places specified by the respondent Police. Upon such selection, the respondent shall grant permission and provide necessary police protection subject to the usual conditions. 3/5

5.With the above observations, this Writ Petition is disposed of. There shall be no order as to costs.
