This Writ Petition has been filed seeking to quash the impugned order passed by the second Respondent, dated 29.02.2024 and consequently, to direct the first and second Respondents to grant necessary permission and provide adequate Police protection for conducting Aadal Paadal on 06.03.2024 from 07.00 pm to 10.00 pm at Mettutheru, K.Chithambarapuram, Kadambur Post, Kayathar Taluk, Thoothukudi District as part of annual temple festival of Arulmigu Shri Vadakkuva Selvi Amman Temple.
2.It is the submission of the learned Counsel for the Petitioner that the representation of the Petitioner, dated 29.02.2024 was rejected without assigning any reason.
3.The learned Government Advocate (Crl.side), on instructions from the Respondent Police, submitted the Petitioner shall file a fresh 2/6
representation today itself and the Respondent Police is ready to pass approached orders.
4.Recording the submission of the learned Government Advocate (Crl.side), the Petitioner is directed to give a fresh representation today itself by 05.00 pm. The Respondents 1 and 2 shall pass appropriate orders today itself in the light of the circular issued by the Director General of Police, Tamil Nadu/Head of State Police Force, Chennai-4, in Rc.No.007301/General I(I)/2019, dated 09.04.2019, to enable the Petitioner to have sufficient time to organize the event. If the organizer violate any of the conditions, the Respondents Police shall stop the event. The Petitioner shall post volunteers on behalf of the organizing committee to control the youth in the village, who may violate the orders and create ruckus on the stage. Also, the organizers shall give an undertaking that they will maintain peace in the limits of the second Respondent. The Petitioner, as organizer of the event, shall pay the appropriate charges for the Police personnel on security duty as per G.O.Ms.No.139, Home (PoI.VIII) Dept. dated 04.03.2019. 3/6
